Meet the LCC Foundation Board Members
Lawrence Quintana: Chair
Mr. Lawrence Quintana is an Army and Navy veteran. He has worked a majority of his New Mexico Government career in Human Resources. Mr. Quintana served as the Luna Community College HR Director for 8 years. A life-long resident of Las Vegas, New Mexico, completing a Bachelor of Arts degree in History and a Master of Arts degree in Educational Leadership. Currently, Mr. Quintana is retired and enjoys his days ranching and giving back to his community as the Chairman of the Luna Community College Foundation, a non-profit organization. He is also the Chairman of the Las Vegas Citizens Committee for History Preservation, also a non-profit organization. Mr. Quintana is also an Alta Vista Hospital Board of Trustee member.
Clifford Regensberg: Vice Chair

Carla Romero: Secretary
Carla S. Romero has lived in Las Vegas since 1969. She grew up on a ranch on the Harding/Mora County line, 18 miles east of Wagon Mound. She has a BA in Accounting & Computer Science as well as an MBA from NMHU. After 25 years of teaching business and technology classes, she retired from Luna Community College as the Director of the Business and Professional Studies Department. Carla continued as an instructor of Developmental Mathematics at NMHU for 10 years and Business classes for 6 years. Working with the youth of the community is her passion. She has helped coordinate AAUW ‘Girls Can’ events for seven years and after school and summer programs through Project GUTS (Growing Up Thinking Scientifically) for middle school students. Presently, she is on the Board for the Luna Community Foundation, Treasurer of the Las Vegas New Mexico Community Foundation, and member of AAUW. She and her husband Peter are the proud parents of four children: and eight grandchildren.
Lorraine Martinez: Vice Chair
With over five decades in education, Mrs. Lorraine Martinez, a lifelong resident of Las Vegas, New Mexico, holds degrees from New Mexico Highlands University, including a Bachelor of Arts in Elementary Education with a minor in Spanish and Master's degrees in Bilingual Education and Educational Leadership Administration. Currently a term faculty member at the School of Education, she retired in 2003 from a 34-year career in the Las Vegas City School District, having served as a Principal and Bilingual Director. Beyond education, she actively contributes to the Las Vegas, New Mexico Community Foundation and the Luna Community College Foundation Board as Vice Chair. Additionally, she provides expertise to the AHEC Advisory Board and participates in initiatives focusing on healthcare accessibility. She also plays a key role in the New Mexico Highlands University Legislative Leadership Fellowship and the New Mexico State Early Childhood Task Force, shaping policies in early childhood education statewide.
Ella Arellano: Board Member
Ella Arellano is a retired educator who has dedicated more than 45 years to youth at all levels as a teacher, principal, and superintendent throughout her career. She has been blessed with three wonderful children and their families who have been at her side at whatever endeavor she has taken on.
Ella’s passion lies in being a steward of the land and its resources. She feels very fortunate to have grown up farming and ranching on family land in the Holman/ La Sierra area, north of Las Vegas.
Ella has served as a Commissioner on three Acequias serving as Chair, Secretary, and Treasurer for over 40 years. She has also served on the following boards throughout her life: Western Mora Soil Conservation, Mora Valley Community Health Services, Agua Negra Community Water Association, Mora County Chamber of Commerce, and Luna Community College Foundation.
Jason Sanchez: Board Member
Mr. Jason Sanchez has been serving on the Foundation's Board at LCC for two years now. He was born and raised on a farm and ranch in rural eastern New Mexico. Jason attended NMHU after High school to obtain his Bachelor of science degree in Biology and Chemistry in 2016. Mr. Sanchez currently works as a Lab Scientist at Guadalupe County Hospital and is currently applying to medical school with hopes of becoming a physician to return to rural New Mexico and practice medicine.
Leah Joslin: Board Member
Mrs. Leah Joslin spent her summers growing up in Las Vegas at her family property near Sapello. She is a registered nurse for nearly 14 years and currently in her role as the director of the emergency department at Alta Vista Regional Hospital. Leah has experience working in mental health hospitals, correctional care facilities and emergency departments across Texas, Colorado, and Tennessee. Leah is currently pursuing her doctorate of nursing practice with a focus on acute care and rural healthcare practice. She works with Luna Community College Nursing students in the emergency department and has a passion for educating and growing new nurses. She, her husband and their three children are active in the schools and sports in the community and are enjoying making Las Vegas home.
Christina Vigil: Board Member
Ms. Christina Vigil is a retired educator and school counselor. Ms. Vigil recently retired from Springer Municipal Schools where she taught at the secondary level and retired as the district school counselor advocating for students. Born and raised in Springer, New Mexico, Christina received her Bachelor BA degree in English from New Mexico State University in Las Cruces, NM with a Minor in Counseling and Educational Psychology. Later, she received her Master’s Degree from New Mexico Highlands University in Las Vegas NM, MA degree in Guidance and Counseling with an emphasis in School Counseling. Ms. Vigil is enjoying her retirement spending time outdoors fishing and walking her dog while also taking pictures for her favorite hobby of photography. In addition, she is now volunteering her time to help with the Lenten fish fry Friday’s at St. Joseph’s Catholic Church in Springer and is currently serving as a member of the LCC Foundation Board.
